spend / tax rate question

I thought I had the tax / spend rate thing sorted out after reading about it in the manual and other faq's I found but then I started playing around with the sliders in the game and things do not add up.

Here is what I thought :-

Tax rate - the amount of money from your tax paying population. You can put this up to get more money but when it gets to high the actual money drops - explained in the manual as people not reporting / going bankrupt etc.

Spend rate - the amout of money you spend on your factories to produce stuff. So a spend rate of 100% ment your factories are running 24/7 and you pay more for this - more wages, raw materials etc. Lets ingnore any 'free' stuff from improvements etc.

Now this is the bit I do not understand. If you put the tax rate low and the spend rate at anything, it shows at the end of the slider the actual bc's this is costing you. Now as you move the tax rate up the bc's stay the same then start to drop but the point it starts to drop is BEFORE the tax rate starts to produce less money so the actual bc's from the tax is still going up.

The bit I can not find explained anywhere or work out is why does changing the tax rate higher change the absolute value of bc's the spend rate is set to by making it lower even though the % bit is kept constant. I though spend rate was to do with production and had nothing to do with the tax rate?

Taxes have an effect on morale. When moral of a planet is below 25%, the taxe income drop dramatically for this planet.
BUT, the moral of a planet has an influence on BC spend on the spend, even if the moral is greater than 50%. Having 50% moral leads to 1-2 BC less spend on the planet.

Simple: when your employees are dissatisfied (moral less than 100%) they don't work at 100% efficiency, and when the moral goes below a certain point, you start saving money due to the fact that the factories are not run at optimum efficiency, and thus don't use as much raw material.

I think I read something about it in the strategy guide, but I'm not sure. But the maximum planet production depends on four things, the spend rate, the PQ, production bonuses, and the moral of the population.

I knew about the taxes and morale part but did not know that it effected the spend rate value as well.
