Traditional Patch link for GalCiv 1.2 broken?

Has anyone successfully gotten v1.2 via the link on the Downloads page? I downloaded the patch and installed it but remain at v1.10. I've also had no luck with the Stardock gizmo. It complains that my e-mail address is wrong. What's up with that?
