No Production Question

I just got the game recently, so please bare with me...

If you leave a planet producing nothing, either military or domestic, does that have any effect? Does it decrease your overall spending or is it just a waste of potential resources?

It's a waste of potential resources (unless I missed something in an update - experts please verify). You can try to plan out an efficient use of resources, but my advice is: don't sweat the small stuff.
