in game movies

does anyone know if there are supposed to be movies for planetary improvements (such as secret police or soil improvement)?

Nope. That would be lots of movies popping up considering the number of new builds every turn in big galaxies. :)

Technically there are movie files attached to them. But they are just those spinning images you see when you select a buildable improvement on the planet screen. ;)

I'd like to see more movies in the game. (The paradigm seems to be show a movie the first time something happens to you, then .pcx afterwards.)

One of the great features to SMAC were the very well done fluff'n'flavor voice overs done the first time any particular improvement was completed. You didn't have to click through anything, it just played in the back ground and provided that sense of completion and immersion without getting in the way in the manner the movies do after a while.
