more than 100% ability level -- does it make sense?

is having more than 100% ability in something (like moral) efficient?
or is it capped at 100%

It's not capped, I got my weapons up to 355% once. It made some pretty powerfull excaliburs.

Well, on the one hand, i guess having over 100% of something doesnt strictly make sense. But, having 300% of something (like influence) is definately better than 100%.

In the way the mechanics work in GC, it makes sense. We aren't talking about *you* giving 200% effort. ;)

It makes plenty of sense to me. Over +100% just means you're finding better ways of doing things that make you more than twice as effective as you were without it.

It's as if you researched "Shovels" and that gave you +1000% to digging over what you could do with your bare hands :P

You start at 100% efficiency in fact. If you have +5% you are at 105%, so when you see +100% you are already at 200%.
Higher than 100 percentage make perfect sense. Actually, % is just a way to present data,(100% = 100/100 = 1) so 9% is easier to read/grasp than 0.09.

Also remember that there are production caps and taxes caps. There really isn't much difference between +500% economy and +1000% economy, because you can't really get much more than 4xPQ taxes.

Military, diplomatic, research, and trade bonuses are not capped. Morale is effectively capped, because more than 100% morale on a planet doesn't matter (but you can save on morale building upkeep, by building fewer morale buildings).

To expound a bit on LDiCesare's post, your base ability is assumed. Having a "100%" listed in your economy stat means that you are getting a 100% BONUS to your base ability. Getting bonuses of more than 100% is quite reasonable mathematically, even though it doesn't happen often enough where my paycheck is concerned. :)
