Some people would say Photoshop because of the amount of stuff it can do. But it can be expensive and hard to learn. Jafo and Hankers got it right on the money. Stick with something that is easy to learn and is easy on the wallet

I didn't answer the last time this was asked. I will now.
To answer your question, It's all relative. It's like asking "Why is the sky blue?". You'll get a 1000 different answers.
To me, it's not the program but the user. I've read people's descriptions and they brag and brag that they used photoshop or coreldraw, etc...and it looked terrible.
Then, I've seen (not just ok) but beautiful works of art, that were made using MSPaint.

I ditto, what has been said. Find something you like and learn everything you can about it. You can only get better.
