If a starbase is in a sector without any planets, will the bonuses that count for "nearby planets" also count for planets outside the sector? What is the definition of "nearby"?

No. Starbase bonuses are all restricted to the sector they are located in except resource mining modules benefit the entire empire, and starbase defense modules only help the starbase itself.
