everyone should be able to see your skins... as long as they've been uploaded to these libraries and approved by an admin...

I'm not positive what the minimum rating for public skins is but I know that there is one. I went to your library and your skins are all rated between a 4 and a 6, so if the cutoff for non WC members is 7 then people who have not signed up for at least a free account will not see them. I believe the cutoff is around a 7 or an 8..

Correct, anonymous visitors can only see skins rated 7 or more. On the other hand if they viit your personnal library (link given above by Halluci), they'll see all your skins.
