Raider Steam Achievement definitely bugged

This is kind of pissing me off.  The only Steam Achievement I have left to complete is Raider which states, "Raid 25,000 resources with Vasari raider corvettes."

I've played 3 games with Vasari in which I made a point to use Tosurak Raiders to steal more than 25,000 resources...two as Alliance and one as Exodus.  One was a single-player game and the other two were multiplayer with a friend.

In the two multiplayer games, I made sure that I raided well over the 25,000 resources (Metal and Crystal) combined yet did not get the achievement.  In the single player, I made sure to raid 25,000 metal AND 25,000 crystal (50k+ total) and still didn't get the achievement.  All 3 games did have a Pirate faction and I won all 3 games.

My friend recently got the Raider achievement shortly after starting a game as Vasari Alliance...he was surprised because in that game, he had not raided anywhere close to 25k resources.  In addition, I have played as Vasari in twice as many games that he has.

I've read that it is 25k resources total across all games and others have said it is in one game.  There doesn't seem to be any consistency regarding what the actual conditions are for the achievement.  Either this achievement is bugged for some people like me, or the actual conditions to get the achievement need to be clarified and shared.
