Nothing I do enables the 'Next' button. I've looked for a radio-button or checkbox to indicate I agree, but I'm just stuck on the first screen of the installer

Sorry to hear you are having issues. Never seen this issue reported on these specific Window. Perhaps, you can try this guide: https://support.stardock.com/space/SHC/1260027927/Missing+Activate+button. Try it and report back.
