In the older WB skins there are a couple background tiles that don't get used in the newer version. One of these gets used to skin the taskbar in Win98 & 2k. It's just a backgrond tile though, no handles or other stuff. The buttons are also different than the XP ones, it will use the regular buttons, not special taskbar buttons.
All the XP enhancements, Start Menu, Taskbar, Shell styles, etc. are only gonna show up if you're running XP. It's a tribute to WindowBlinds that it has always made such a huge difference in the appearance of your GUI, no matter what version of Windows you're running.
Nothing supports taskbar skinning for Windows 2k. You have to use Object Bar for that. Sorry if I was confusing.
Some older skins have a background tile that gets applied to the taskbar in Win2k. It is NOT taskbar skinning. It's just a bitmap that could even be a solid color. And most new skins wouldn't even have that file included.
