I bought fense 3 program in 2018 year.

Question is..

can i use fense3 in my office ?

Hello,
If you have license for more than one system, you should be able to activate it on another system. If you only have license for one, you will need to deactivate it first to clear activation slot for new activation. Do know that Fences v3 might not work well on current latest Windows version.
