Menu Hover Time

When using "All Programs" as an "Open as a Menu". Is there a way to reduce the hover time (as opposed to clicking) so that it opens quicker?

Hello,
From what I just check it takes around 2-3 second for the all program menu to open up. Given sometimes it does not open at all. But, most of the time, if I click anywhere on an empty are on the startpanel while its open. Then hover my mouse over the "all programs" area it will open up the menu around 2-3 seconds after hover over it.
