I reported this issue under previous versions. I am reporting again to get it back on the top of the pile.
The "Unlocks" section is displayed over the top of the Battle Cruiser Doctrine description.
I see this also occasionally in the citizen boarding area when I mouse over to see a citizen's stats, or when I mouse over an enemy fleet to see the predicted battle outcome. The text is in the incorrect location -- in the case of the battle prediction, it's at the TOP and overwriting part of the window.
