Some skins like pup and rigged do not change to the designated toolbar icons from My Toolbar icon settings.Why not?

Some skins don't have toolbar icons included.

To elaberate on what Koasati said....Some skins do not have toolbar icons included that were modified/skinned by the author. In such a case, Windows will use the default toolbar icons. Some authors might not want to skin the toolbar icons for various reasons. Myself... I have tried my hand at skinning them but I guess I just don't have the knack for it, therefore they are not included with my skins.
