Why does the Prospector ship require a citizen? I do not believe it did in previous versions.
After thinking about this a little bit, my suggestion is that, when you hover over a ship design in the shipyard, you should add a line to the text in the popup that says whether or not the ship will require a citizen in order to leave the shipyard.
For example, most of us know that a Constructor requires a citizen, but the popup does not say so:
