Icon Developer problems - I NEED HELP!!!!!!

Whenever I try to convert a png to an icon, the save file shows up as a blank document with the .ico extension, but there are no icons in the file. Any idea of the problem or what I may be doing wrong?????

Isn't there a possibility that an admin can drag it to there?
