I just purchased Start11 and I am not finding anyway to rid myself of the white scrollbar within the All Programs menu. Where would I be able to locate this?

Sorry to hear you are having issues. I believe you can not change that within Start11 alone. You will need Stardock Windowblinds for that with a theme that have dark scrollbars build into it. Theme like Steampowered by SimplexDesigns refer screenshot below.
