Yes, but not soon per the Lead Dev 2 months ago. 

It will most likely be part of a DLC.

me too, but now it's December 24  and still no map editor.

I have the feeling that, compared to Gal. Civ III,  developers made 2 steps forward and a step behind.

There are internal plans to work on map generation features, but I do not have enough key details to share a timeline or anymore on that front at this moment
