Sometimes when I click on taskbar icons they just shrink and move around but don't open things.

Reboot and ReInstall the latest version from your account page.
Reboot , test and report back here please .

I did the purge and downloaded Start 11 from my account and had the same problem.
Then I purged again and downloaded from an email I received about Start 11. After installing that version the problem seems to have gone away.
