Hi when i drag a rectangle on the desktop I don't see an option to create new fences

Sorry to hear you are having issues.
Check to see to if your Fences are locked if so un check it ( see below ) then you should be able to create a fence
Right-Click on your desktop to View scroll down to Lock Fences .

Your Windows versions is outdated , advise you to update Windows .
Would you do this PURGE: https://forums.stardock.com/486084/fences-support-faq#reinstalling
Reboot and ReInstall the latest version from your account https://store.stardock.com/myaccount/products/
Reboot , test and report back here , please .
