Firstly, I assume you're asking about Windowblinds, yes? So I move your post to Windowblinds sections.
And from your screenshot, I assume it is a part of Start Panel? If correct, If you're asking about its name of that line, there is no name for it. That line come from the Start Menu Places list. If you want to change it, you will need to edit the whole Startpanel or at least the Right hand side Places list as shown on screenshot below as an example.
