Fences stopped working with the last update so I reinstalled it but it now asks me for I license key even tho I bought it on steam a long time ago

Please try purge and reinstall steps as mentioned here: https://forums.stardock.com/486084/fences-support-faq#reinstalling. Just make sure to follow the steam version steps as mention there. Retest it. Report back here.
