Can a input device be marked local only?
I have a keyboard and a 21 key number pad on my Primary. Is there is any way to keep the number pad active on the primary when I move my cursor to a secondary?

So to be clear, you want that peripheral to remain locked to the Primary even after you move your mouse to the Secondary, yes?
If so, no, there is not currently a way to do that.
