My advertisements don't seem to be affecting my issue levels

Hi everyone. I'm placing advertisements early in the game - for example "I'm pro farm subsidies!" - and then I'm checking on the state later to find that my issue level is only +2. Does anyone know why this would be? Am I doing something wrong?
