Sorry to hear you are having issues.

What version of Windows ( full version ) use winver.exe

What version of Fences ?

This is expected as the Surface Pro X uses an arm processor and whilst it can run many 32 bit Intel apps, extension tools like Fences would need to be made as a native arm application and fences does not have an arm version.
