With the new SoundPackager Beta can you install previous SoundPackager sounds from previous versions of SoundPackager, and if so how I couldn't find a setting to add packages from off my PC.

Sorry to hear you are having issues. I believe you can get to your saved sound package using option -> "Browse to my saved sound packs" button.

If you have a soundpack file you should be able to double click on it to install it.

You can also copy soundpack files to the Documents\Stardock\SoundPackager folder (root of this folder) and they will be installed next time the SoundPackager UI is opened.
