On difficulties beyond normal, the AI cheats. So of course they're going to have the advantage.

But Colonizer means they can continuously cheat. It's one of the most OP abilities, up there with Xenophobic.

With colonizer they can continuously settle more colonies, which amplifies their cheating bonus.
