Availaibilty of constuction items

Hi,

Why does the availability of construction items vary from planet to planet ?

For example I could build farms on one planet, but not on Earth

Sorry if basic question!

Some colony improvements can only be build on tiles that have a resource on them. Farms are one of them.

The deep core mine can only be built on colonies, not your home planet.
