Captured planets/ culture flipped planets lose usable tiles??

I noticed that twice in my game captured planets or culture flipped planets lose usable tiles and become less useful.

Also is there any way to win a war without using Legions and transports?

Yes invaded planets can lose some tiles (reduction in Planet Class).

Well you can win a war without taking planets, you just can not wipe out other civilizations this way.
