Break an alliance

I'd like to declare war on an ally but can't figure out how to break the alliance. Are alliances permanent?

That's a good question. I honestly never remember having to renew an alliance just like Open Borders or Non-Aggression Pact. It's either permanent or a much longer duration.

Go to Diplomacy -> Treaty Details(Bottom left) -> Click on the Treaty -> Click Break Treaty
