All the AI does is build ships/focus on military

This has probably been expressed already elsewhere but anyway...

I've only ever seen the AI go for a non-military victory once where it won a Technological victory. And even that was probably won because it was researching every military tech on the planet? I've never seen it play diplomatic, cultural or ascension.

All the AI does in all my games is spam ships. This is regardless of game difficulty or galaxy size. In my present game, Beginner difficulty, medium galaxy, I am first on every measure of power - treasury, production, growth, influence - you name it, except military, where I am LAST, even compared to the minor civs. And I've been playing with a view to building capital ships nearly as early as I reasonably can. 

The AI is still spamming ships even on Beginner where it now has to pay maintenance for orbiting ships. In all my games when I check the AI treasuries they are nearly bankrupt. All their money goes on ships.

Will this be the only approach the AI knows as this game continues to develop?
