Dragging Fence Scatters Non-Fenced Desktop Icons

When I move a Fence by dragging it across the desktop and dropping it in a new location, it wreaks havoc with the un-fenced icons - scattering them as if it needs to push them out of the way to get to the new place where I drop the Fence..... And they stay scattered after the Drag/Drop move.

Makes a mess of the desktop.

It does not do this to other fences - just un-fenced icons.

Is there some setting I can change to stop this behavior ?

Or is the path of least resistance to just make a fence for every currently un-fenced icon ?
