Install fails with .NET error, but .NET v4.0 installed

.NET Error on Install

When I bought, then downloaded the software and installed, I keep getting a .NET error.  After the download and install, the software asks for a reboot.  I reboot.  Upon reboot, the error message comes up indicating that I need to have Microsoft.NET v2 or v4.0 installed.  I double-checked and I do have V4.0.30319 installed.

I am using the download for Fences 2.13.

Try downloading this Support Tool exe and running it. If you're on Windows 8, you'll most likely be asked to download .NET 3.5. After you've installed it, then try installing/using Fences.

I downloaded .NET 3.5 and installed with no issue.  I tried the support tool and got an error requesting that V2.0.50727 be installed.  I checked the appropriate Microsoft.NET directory and it is installed.  

I then tried the fences download again and got the same errors as previously listed.

Any other ideas?

Also, I checked the registry key and the appropriate .NET versions appear to be setup and registered appropriately.
