was playing and found that I could not colonize Barren worlds even after researching the tec required. am part of the pot in v0.81 hotfix.
A known bug. At the moment only factions that have the racial trait can colonize barren worlds, despite your tech. It's on their list to fix.
Known problem, fix is scheduled to be in a patch released next week, probably Thursday. That will be Beta 5 patch 2.
