The civ maker will use both if I remember the video right.
Anyway you could buy the program and get the ability to make bink 2 files.

Quoting ForesterSOF, reply 2

End of ForesterSOF's quote
No it won't, I asked a member of the dev team in a post. To support original bik files would take extra lines of code. I was hopeful when I saw original bik files in the game files also, they are in the files but unused.
So far i've emailed the BK2 guys twice, in case the first one had lost my reply for some reason or the email had gone astray. As far as I am aware, as I only get to this stage, they ask me what studio I am a part of. When I reply I am an individual wanting to do a mod, and yet still willing to pay money, I get no reply on what a license would cost. If anyone does get a reply, by all means let me know, thanks

Would be a pity if the there's only bnk2 support indeed and no chance for modders to toy around with game vids (or add their own) unless they run a gfx or gaming studio and spend extra money.
