The early available city enchantments are pretty weak. But you want to use them early on so you can as many 'benefits per turn' as you can.
But later in the game when you have a lot more mana and much stronger enchantments you don't have open spots to use them (unless you've saved some).
So - can you undo an enchantment so you can put in another one?
