If your champ has everything and you bring up the "level up" dialog then you essential get stuck. You cannot select any traits and you cannot close the dialog box.
Have you tried just clicking the button? I've leveled up champs with all the skills several times.
Yes, I ended up having to click a first level item and that seemed to let me go - even so it is a bug that needs fixing...
They sorta fixed it from before where you would get stuck, but I'd suggest some sort of repeatable trait that opens up at level 10 that is just something simple like +2 hp.
