Every turn the Vor want peace so part of my turn is saying no.
Could there be a check box some where in the diplo to ignore a race.
They could also implement a minimum number of turns (10 or 20) where the race will be unable to ask for peace again.
Im sure this are things that will get better as the ai does
as well as offering incentives for peace and increasing those if diplomacy fails
