Building Locations?

I'm playing the Tarth map and have only really been able to find one additional city building location - and I have explored a decent amount of the map.
Just how rare are they supposed to be exactly? Do I need to kick some neutrals off viable land for them to show up? Am I missing something?
That map was challenging - few settling spots and never found a single metal or horse resource.
Killing neutrals does seem to show settlable land every once in a while. Killing enemy cities always seems to reveal settlable land.
Ok cool, it's not just me then. I was starting to wonder if I had some fundamental misunderstanding of the game or something...
Yeah, it's tough. I've got 3 cities but absolutely no metal, horses or crystal. 
I as well. I've decided to hypnotize the best units within enemy armies. It is working quite nicely.
