Hello, I recently bought GalCiv3 on steam as a gift for a friend for 27 pound. When the game is finished do I have to pay the rest?

You are actually purchasing the game on discount, with the perk of participating in the beta. You are not buying the beta of the game.

Parrottmath is quite correct.  Right now you can purchase GC3 for $44.99 while the beta lasts.  That is a discount off what the regular price will be.
