locking icons inside a fence
First, I am running Version 2.12 on Windows 8.
I can lock fences in place on my screen, but is there a way to also lock icons inside of a fence so they can't be accidentally moved?

Try setting a sort option and then choose "maintain sorting" options.
This will indeed preserve a sort but not 'lock' them into a defined position if that is what JorgyDetail is asking. Currently, no such option is available for that exact thing.
Setting the sort order and choosing maintain sorting will prevent an icon from being moved. If you do accidentally drag it, it will snap back to its original position. If his order is unsorted however, my suggestion fails.
