With 22 Fame I have "Next champion at 50 fame" -
I start to train a Torch Bearer (cost 20 fame) so have a new total of only 2 Fame, but "Next champion at 3 fame" -
Is this a bug or working as intended?
It's probably a bug; you (shouldn't) get new champions for re-crossing a fame threshold you've already passed. The "next champion" message should indicate where you next threshold that you haven't yet crossed is.
I'm guessing that if you're training torchbearers, you have already crossed the 100 and 200 fame thresholds too, so it really shouldn't have had the 50 fame message either.
Did you do this in a real game, or is this in cheat mode for testing/replication?
Looks like it's a cosmetic issue only - I've now reached 4 fame with no extra champion awarded.

A real game but my first at 'expert' world difficulty so I've lost a few battles. Pretty sure the 22 fame was accurate as that was my first Torch Bearer and I only have one champion alongside my sovereign - so I definitely haven't reached 50 fame yet.
