[BUG] Grip of Winter

Ceresa cast Grip of Winter on one of my cities then (as expected) the Build and Train buttons disappeared from all my cities.

I then persuaded her to surrender.

The Grip of Winter was removed from my city but Build and Train were not restored.

My current campaign has become unplayable.

Sorry if it is necropost...

But I have this bug too...

My version 1.5, and I playing in campaign. Only one squad has already destroyed two fractions...

But I suspect that this bug is caused by the fact that I overwrite the same save since version 1.3. (If this bug is still not fixed)
