Can you build pier/lumber mill if you expand towards water/forest?

See subject basically. If I originally build my city say 2-3 tiles away from water or a forest, and upon expanding my buildings I end up next to those, can I then build a docks or lumber mill? I thought it used to be that if you weren't directly next to those tiles upon city creation you could never build their associated upgrades, but something in my recent game made me think otherwise. So which is it?

I tried but I found out I wasn't allowed it made me sad because it meant the fortress will take forever to reach level 5 due to the absence of river food despite one tile away xD

The Scenario also at least used to allow you to do this, regardless of whether or not you had modded the game to allow it. Since I've not played the scenario in a while, I'm not sure if it still does or not, but I can't recall seeing anything about fixing that in the various change logs.

No, unfortunately. If you can't see it as soon as you settle I don't think you can ever build either one. I've had many cities build up and down the edge of a river without being able to put in a dock. Not only that but if you start a lumber camp and then delete it to put it elsewhere in the queue you sometimes can't build one ever. It clears the forest as soon as it's queued so remember just to move it in the queue instead of stopping construction.

As long as you've got one more square of forest, you can build it anywhere that starts with a forest.  But you can only build it on any forest if your city was next to a forest initially.
