How do I change hotkeys

Due to only having one hand to play games i'd like to be able to change the hotkeys to make it more convenient to use only my left hand.

Where do I change the hotkeys for this game?

you cain't (unfortunately)

Several standard hotkeys seem to be missing as well...

It'd be nice to press R for roads for example
