I realize that Fences does not work with Sticky Notes - however is there another Sticky Note type application that does work with fences?

You could try Sticky Notes by Igor Vigdorchik. It's what I use, and I like it pretty well.
don't know about fences compatibility but I use Stickies by Zhorn Software. EXCELLENT app.
