[Bug] 1.3 Zone of Control Shrunk After Crash

I encountered an issue where my zone of control shrunk after reloading a saved game following a crash.  A couple turns before crashing to desktop, my ZOC expanded to cover a "twilight bees" resource due to completion of a monument.  Then a couple turns later, I hit end turn and the game crashed.  Upon re-loading the autosave, I noticed that the zone of control was no longer covering the twilight bees.  Oddly enough, the map is still lit up as if my zone of control should be expanded, but the actual border is not in line with the fog of war.  Quitting the game and re-loading does not fix the problem.  I am attaching my saved game below.  Even though I have a monument built, the ZOC only expands to 1 tile away from the closest building.  I have been suspicious that this was happening for a while now, but this is the first time I kept track of it and have a save game.

This is a typical problem with the autosave.  The city improvement that you built that expanded your borders over that Twilight Bees had completed during the autosave.  Any time an improvement or unit would finish on the turn of the autosave, if you load that autosave, the improvement/unit is lost, as if you had never queued it up.  The only workaround I've found is to quicksave at the end of every turn, before hitting End Turn.  This works because the quicksave occurs while nothing else is going on, unlike the autosave that runs while things are changing.

Dude I had this same problem!

 

I built an outpost to add a twlight bees to my empire.   i think a turn or two later game crashed.   Loaded autosave and no outpost any more.
