[1.3][Bug] Using 2 of those "Money Scrolls" on one character

I think it's called 'Dark Scroll' but it's the item that gives you the "Merchant" trait after you use it;

 

If you use two Dark Scrolls on the same hero it does not do anything; I would have assumed it would have 'bumped' it up to the next level (+3 Gildar per season)

It could be, yes, but then the bug would be the item was consumed even though it wasn't meant to be.

The second one doesn't get consumed.  It's still there.  Hit the end turn button then go trade the second one with somebody else.

Trojasmic, having to hit the "end turn" for an item to appear does not seem very intuitive. O:)
