[Bug 1.3] Darkling City Bugged

Deorcnysse, the quest darkling city, seems to be very buggy.  

 

- No defense.  It has been completely undefended in two of games I've seen it  - once as the beta and now with shipping 1.30 version of Legendary Heroes other than the built in city militia.  There should be some sort of garrison there no?  After a new turns the wandering monsters do seem to like to attack but that could just be the "challenging" monster AI I am playing at. 

- The city never seems be able to specialize into a town or fortress or conclave.  I've taken over the city at size 9 and size 7 and pumped growth and even when it reaches new levels nothing happens.

On a side note, in the game on the beta I build a city adjacent to the area no problem but once I build a monument in that city every single wandering monster beelined it to that city to attack it.  It was kind of awesome due to the sheer amount of troops attacking it was tough to hang on to.  This eventually cleared the area of wandering monsters.

I started a new game today and the first race I met was Tarth. They own Deorcnysse and had a spearman under construction that was going to be completed is something over 1,700 turns.  Playing at a low difficulty level, their score was 66 and mine, and the other two races I met, were still around 16. I have now scouted the entire quarter of the map where the city is and I have found no other sign of Tarth civilization. Buggy? Yes. I don't know that I have ever seen this city work as intended.

I just had a similar problem with Deorcnysse. I met up with Umber early in a new game and was surprised that their power score was 120+ when everyone else was just hitting 40 at best. They declared war on me within about 20 seasons, and luckily I had a strong champion scouting close by at the time and conquered their closest city, which happened to be Deorcnysse (it had quite a few darkling defenders inside as city militia -- about eight (8) IIRC, and the battle was pretty hard). My power score shot up and Umber's plummeted immediately once I owned the city (now I'm at 120 and they are down at 30). I was very surprised after reviewing the city's details to see it listed as size 9 (how is that even possible?), since I didn't know it was a special quest city until I did a bug search on the forums and found this thread and others. It appears that population size is playing havoc with the scores, or else it really is a very powerful city that is too easy to take as per the OP. Regardless, something is not quite right about it.

Does not appear to be  bug, just weird.  Use it as a milk cow.  It will never get an uplevel bonus so don't bother growing.

I'm pretty sure it's not supposed to specialize.  Other than that, IDK, I've only conquered it once (it just isn't near me in most of my games).
